History always brings people’s memories and reflections to life at some important time points. This year marks the 70th anniversary of the victory of the World Anti-Fascist War and the Chinese People’s Anti-Japanese War, the 70th anniversary of the founding of the United Nations, the 60th anniversary of the Bandung Conference, and the completion of the ASEAN Community. This is an important year for people to commemorate, and it is also an important moment to inspire people to remember history and learn from them.
In the past 70 years, the world has witnessed unprecedented and profound changes that have historically changed the fate of humankind. The global colonial system collapsed and the Cold War confrontation ceased to exist. Countries are becoming more interconnected and interdependent. The trend of peace, development, cooperation, and win-win progress is rolling forward. The balance of international forces is developing in a direction conducive to maintaining world peace. The overall stability of the international situation and the promotion of common development of all countries have more favorable conditions.
In the past 70 years, the situation in Asia has also undergone unprecedented changes. The countries in the region have achieved national independence, have mastered their own destiny, and have grown stronger in maintaining regional and world peace. Asian countries have taken the lead in advocating the Five Principles of Peaceful Coexistence. Together with African countries, the Bandung Conference has proposed ten principles for handling relations between nations. Since the end of the Cold War, Asian countries have gradually established an Asian approach to mutual respect, consensus, and comfort in the promotion of regional cooperation. All these have made historic contributions to properly handling state relations and promoting the establishment of new-type international relations.
In the past 70 years, more and more Asian countries have found a development path suited to their own national conditions, from poverty and backwardness to development and rejuvenation, and into the fast lane of economic development. Regional and cross-regional cooperation are in the ascendant, and the construction of interconnection and interoperability is accelerating, presenting a strong momentum of competing with one another. Asia already has one-third of the world’s total economic output. It is one of the regions with the most vitality and potential for development in the world today, and its position in the global strategic global situation has further risen.
Over the past 70 years, Asian countries have gradually surpassed the differences in ideology and social systems, from mutual closure to openness and inclusiveness, from suspicion to increasing mutual trust and recognition, and more and more becoming the community of fate among you and me. In the great struggle for national independence, in response to the difficult times of the Asian financial crisis and the international financial crisis, in combating the disasters of the Indian Ocean tsunami and the massive earthquake in Wenchuan, China, the people of all Asian countries watched for help and overcame one difficulty after another. The challenge is to show the powerful force that can help each other and overcome the difficulties of the past. It is indeed difficult to see the truth. At the same time, there are still some historical and practical contradictions in the Asian region. Faced with various traditional and non-traditional security threats, the tasks of developing economies, improving people’s livelihood, and eliminating poverty in the regional countries are still arduous.
Looking back at the past 70 years, the development achievements Asia has achieved today are the result of the continuous struggle of the people of all Asian countries, and are the result of the hard work of many politicians and benevolent people. Tomorrow, Singapore will hold a state funeral for Mr. Lee Kuan Yew. Mr. Lee Kuan Yew, a strategist and politician respected by the international community, has made outstanding contributions to peace and development in Asia and the exchanges and cooperation between Asia and the world. I take this opportunity to pay my highest respect to all the sages who have contributed to the peaceful development of Asia, including Mr. Lee Kuan Yew.

Asia is Asia of the world. Asia must move toward a community of fate and open up a new future in Asia. It must advance in the progress of the world and develop in the trend of world development.
At present, the international situation continues to undergo profound and complex changes. The world is undergoing multi-polarization, economic globalization is developing in depth, and cultural diversity and social information are continuing to advance. The international structure and international order have been accelerating adjustments and evolution. Countries around the world are stepping up their respective development strategies, promoting change and innovation, changing the mode of economic development, adjusting the economic structure, and opening up new space for development. At the same time, the world economy is still in a period of deep adjustment, where risks such as low growth, low inflation, low demand, high unemployment, high debt, and high foam are intertwined. Trends and policy orientations of major economies continue to diverge, and the uncertainty of the economic environment remains prominent. Geopolitical factors have become more prominent. Local turmoil has cropped up; non-traditional security and global challenges such as terrorism, cybersecurity, energy security, food security, climate change, and major infectious diseases have continued to increase, and the gap between development in the south and the north remains large. The noble cause of advancing human peace and development still has a long way to go.
humankind has only one Earth, each nation coexist in one world. The world is good, Asia is good, Asia is good, the world is good. In the face of the ever-changing international and regional situation, we must grasp the general trend of the world, keep up with the trend of the times, and work together to create a regional order that is more favorable to Asia and to the world, and to promote the building of a community of human destiny by moving toward the community of Asian destinies. I would like to take this opportunity to discuss the views and exchange with you.
– Toward a community of fate, we must insist that all countries respect each other and treat each other as equals. Each country has a large and small body, a strong national strength, and successive developments, but all are equal members of the international community and have equal rights to participate in regional and international affairs. The issues involving everyone must be discussed by all countries. Being a big country means greater responsibility for peace and development in the region and the world, rather than a greater monopoly over regional and international affairs.
To respect each other and treat each other as equals, we must first respect the social systems and development paths that countries have chosen independently, respect each other’s core interests and major concerns, view other countries’ development and growth and policy concepts objectively and rationally, and seek common ground while reserving differences and assimilating assimilation. We must jointly safeguard Asia’s hard-won peace and stability and good development momentum, oppose interfering in other countries’ internal affairs, and oppose confusing regional situations for selfishness.
– Toward a community of fate, we must adhere to win-win cooperation and common development. Southeast Asian friends talked about “the water goes high in the lotus” and African friends said “oneself is fast and the public is far away”. European friends say “a tree can’t stop the cold wind”. The Chinese people say “the river has a small river full of water and the river has a big river of water”. full”. All these are just a matter of reasoning. Only by cooperation and win-win can we do big things, do good things, and do long-term things. We must abandon the old thinking of zero-sum games, you lose and win, establish a new concept of win-win and win-win, take into account the interests of others in the pursuit of self-interest, and promote common development in the pursuit of self-development. The concept of win-win cooperation applies not only to the economic field, but also to politics, security, culture, and other broad areas. It applies not only to regional countries, but also to cooperation with foreign countries. We must strengthen coordination of macroeconomic policies, guard against possible negative spillover effects from changes in economic policies of different economies, actively promote changes in global economic governance, and maintain an open world economic system to jointly address risks and challenges in the world economy.
China and ASEAN countries join hands to build a closer China-ASEAN fate community. ASEAN, China, Japan and South Korea are committed to establishing an East Asian economic community by 2020. We must actively build an Asian free trade network and strive to complete the China-ASEAN free trade zone upgrade negotiations and regional comprehensive economic partnership agreement negotiations in 2015. While promoting Asian economic integration, we must adhere to open regionalism and coordinate the promotion of cross-regional cooperation including APEC.
We must actively promote the establishment of a regional financial cooperation system, explore the establishment of an exchange and cooperation platform for Asian financial institutions, and promote the complementary development and coordinated development of Asian infrastructure investment banks with multilateral financial institutions such as the Asian Development Bank and the World Bank. We must strengthen pragmatic cooperation in the areas of currency stability, investment and financing, and credit rating, promote the establishment of a multilateral mechanism for the Chiang Mai Initiative, and build a regional financial safety network. It is necessary to promote the establishment of a cooperation mechanism for energy resources in Asia and ensure the security of energy resources.
China proposes to accelerate the formulation of East Asian and Asian interconnection plans and promote the full integration of infrastructure, policy regulations, and personnel exchanges. It is necessary to strengthen the construction of maritime interconnection and interoperability, promote the construction of Asia’s maritime cooperation mechanism, promote cooperation in various fields such as marine economy, environmental protection, disaster management, and fisheries, and make the ocean a sea of peace, friendship, and cooperation that connects Asian countries.
– Toward a community of destiny, we must adhere to the realization of common, comprehensive, cooperative, and sustainable security. In today’s world, the connotation and extension of security are more abundant, the space-time field is broader, and various factors are more complicated. The people of all countries share the same fate and fate. In today’s world, no country can achieve its own security from world security, nor does it build on the security of other countries’ insecurity. We must abandon the Cold War mentality, innovate the concept of safety, and work hard to develop a road to Asian security that is built, shared, and win-win.
All countries have the right to participate in regional security affairs on an equal footing. They also have the responsibility to maintain regional security. Each country’s legitimate security concerns should be respected and guaranteed. It is necessary to comprehensively consider the historical, latitude, longitude, and realities of Asian security issues, implement multi-pronged and comprehensive measures, coordinate the promotion of regional security governance, and comprehensively safeguard traditional and non-traditional security. It is necessary to promote the security of countries and regions through dialogue and cooperation, to seek peace through cooperation, to promote security through cooperation, to persist in resolving disputes by peaceful means, and to oppose the use of force or the threat of force. We must adhere to both development and security, and promote sustainable security with sustainable development. Asian countries must strengthen cooperation with countries in other regions and relevant organizations and welcome all parties to play an active and constructive role for Asian development and security.
– Toward a community of destiny, we must insist that all civilizations are inclusive and exchangeable. In the long history, rivers such as Asia’s Yellow River and the Yangtze River, Indus and Ganges, the Euphrates and Tigris River basins, and Southeast Asia have nurtured many ancient civilizations that complement each other and complement each other, and have made important contributions to the progress of human civilization. In today’s Asia, the characteristics of diversity are still very prominent. Different civilizations, different nationalities, and different religions converge to form a multi-colored Asian family.
Mencius, an ancient Chinese thinker, said: “The differences between the objects and the objects are also different.” Different civilizations have no distinction between superiority and inferiority. It is necessary to promote dialogue and dialogue among different civilizations in different development models, learn from each other in competition and comparison, develop together in exchanges and mutual understanding, and allow civilized exchanges and mutual understanding to become a bridge for enhancing friendship among people of all countries, motivating progress in human society, and maintaining the bonds of world peace.
China proposes to convene an Asian Dialogue on Civilizations to strengthen exchanges among youths, non-governmental organizations, localities, and the media to create a think tank exchange and cooperation network so that Asian people can enjoy more enriched spiritual life and make regional development cooperation more dynamic.

The Chinese people are following the strategy of building a well-to-do society in an all-round way, comprehensively deepening reforms, administering the country in a comprehensive and legal manner, and fully managing the party in a strict manner, and making concerted efforts to achieve the “two hundred years” goal and realize the Chinese dream of a great rejuvenation of the Chinese nation. . I would like to take this opportunity to reiterate that on the way forward, China adheres to peaceful development and its determination will not waver; adhering to common development will not waver in the concept; and adhere to the development of Asia-Pacific cooperation, the policy will not waver.
China’s economic development has entered the new normal, and it is shifting from high-speed growth to medium- and high-speed growth, from extensive speed growth of scale to intensive growth of quality and efficiency, from the driving of factor investment to the drive of innovation. In 2014, the Chinese economy achieved a growth rate of 7.4%, labor productivity increased by 7%, energy consumption per unit of GDP fell by 4.8%, domestic consumption contributed more, service industries accelerated, and development quality and efficiency continued to increase. When we look at the Chinese economy, we can’t just look at the growth rate. China’s economic volume continues to increase. The economic increase that has grown by about 7% has already been considerable. The kinetic energy of agglomeration has not been achieved by double-digit growth in the past. China’s economy has a large volume, good toughness, sufficient potential, large room for maneuver, and many policy tools. China will take the initiative to adapt to and lead the new normal of economic development. It will continue to focus on improving the quality and efficiency of economic development. It will put the transfer of structural adjustments to a more important position, promote economic development in a more solid manner, and strengthen the deepening of reforms and opening up more fully. Inspire creativity, maintain fairness and justice more effectively, ensure and improve people’s livelihood more effectively, and promote stable and healthy economic and social development.
China’s economic development has entered a new normal and will continue to provide more countries with markets, growth, investment, and cooperation opportunities in all countries, including Asian countries. In the next five years, China’s imports will exceed US$10 trillion, foreign investment will exceed US$500 billion, and the number of outbound tourists will exceed 500 million. China will adhere to the basic national policy of opening up to the outside world, continuously improve the domestic investment environment, protect the legitimate rights and interests of investors, and work with everyone to jointly drive the development of Asia’s trains and continue to move toward a brighter future.
China needs a harmonious and stable domestic environment and a peaceful and peaceful international environment. No turmoil or war is in the fundamental interest of the Chinese people. The Chinese nation has always loved peace. Since ancient times, it has been advocating the idea of ”taking peace for peace,” “harmony for all nations,” and “all brothers in the four seas”. In modern China, after more than 100 years of turbulence and war, the Chinese people will never impose the tragic experience they once suffered on other countries and nations. Throughout history, any country trying to achieve its own development goals through military force will eventually fail. China will unwaveringly adhere to the independent foreign policy of peace, adhere to the path of peaceful development, adhere to the open strategy of mutual benefit and win-win, uphold the correct view of righteousness and profit, promote the establishment of a new type of international relationship centered on cooperation and win-win, and always maintain the world peace. The firm force of promoting common development.
“It is not as close to a distant relative.” This is a simple truth of life that the Chinese have long recognized. China adheres to benevolent neighbors and partners, adheres to the concept of good-neighborliness, security and prosperity, and upholds the concept of pro-Honors, constantly deepens mutually beneficial cooperation and interconnection with neighboring countries, and strives to make its own development more conducive to neighboring countries. . China has signed a treaty of good-neighborly friendship and cooperation with eight neighboring countries and is negotiating to sign a treaty of good neighborliness, friendship and cooperation between China and ASEAN. When I visited Kazakhstan and Indonesia in 2013, I proposed the cooperation initiative for the construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road. The “One Belt and One Road” cooperation initiative meets the development needs of China, countries along the route, and regional development. It is in the common interest of all parties concerned and conforms to the trend of regional and global cooperation.
The “One Belt and One Road” construction upholds the principle of mutual consultation, co-construction, and sharing. It is not closed, but open and inclusive; it is not a solo performance of a Chinese but a chorus of countries along the route. The “One Belt and One Road” initiative is not to replace existing regional cooperation mechanisms and initiatives, but to promote existing countries’ development strategies to complement each other on the existing basis. At present, more than 60 countries and international organizations along the route have expressed their positive attitude toward participating in the construction of the “Belt and Road.” The “Belt and Road” initiative and the Asia Infrastructure Investment Bank are all open. We welcome the active participation of countries along the route and Asian countries, and we also welcome the great achievements of friends on the five continents.
The construction of the “One Belt and One Road” is not an empty slogan, but it is a visible and tangible practical move that will bring tangible benefits to the countries of the region. With the joint efforts of all parties involved, the Vision and Action Document for the “Belt and Road” initiative have been formulated, and the Asian Infrastructure Investment Bank has made substantial progress in preparations for its preparation. The Silk Road Fund has been successfully launched and a number of infrastructure interconnection projects have been established. Steady progress. These early harvests showed us the broad prospects of the “Belt and Road”.
